Foreign air power is crucial to Mali battle plan: sources

BAMAKO (Reuters) - Malian troops backed by foreign air power will lead the assault to recapture Timbuktu and other northern cities from al Qaeda-linked militants, under a battle plan now being considered, Malian army sources said.

West African bloc ECOWAS is expected to submit a version of the plan to the United Nations Security Council for approval, paving the way for war in Mali's vast desert amid fears the region could become a new terrorist training ground.

"International forces will not do the ground fighting, that role will belong to the Malian army," a military officer familiar with the plan, who asked not to be named, said on Friday.

"Air strikes will be the responsibility of the international force," he said, adding foreign partners would also provide logistical and intelligence support and soldiers and police to secure areas captured by the Malian army.

Military planners from Africa, the United Nations and Europe in Mali's capital Bamako last week drew up a battle plan that would involve a foreign force of more than 4,000 personnel, mostly from West African countries. It remains unclear how much of the force would come from Western nations.

The plan covers a six-month period, with a preparatory phase for training and the establishment of bases in Mali's south, followed by combat operations in the north.

A second Malian military source said the army expected Islamist rebels to try to avoid conventional fighting by slipping away into remote mountains or blending in with local populations.

"That is the main problem, and it will fall to our intelligence services to solve it," he said.

Once viewed as an example of progress towards democracy in Africa, Mali fell into chaos after a coup in March that toppled the president and left a power vacuum that was quickly exploited by rebels to take over the north.

The Security Council gave African leaders 45 days from October 12 to draw up a plan for military intervention to retake the north, but diplomats say any such operation is months away.

Foreign powers are divided on the pace of an intervention. Regional powerhouse Algeria says it prefers a negotiated solution, while former colonial master France - which has several citizens held hostage by al Qaeda-linked groups in the Sahara - wants a swift war.

Delegates from Islamist group Ansar Dine are holding talks with regional mediator Blaise Compaore, the president of Burkina Faso, and members of the Tuareg rebel movement MNLA have sought to join efforts to solve the crisis.

Another Islamist group in the zone, MUJWA, told Reuters this week that a foreign intervention in Mali's north would lead to an Iraq-style quagmire.

The head of the International Committee of the Red Cross (ICRC) warned on Thursday that a military intervention in northern Mali would have a high humanitarian cost.

Access for aid workers is already precarious in the north, where 500,000 people - half the remaining population - depend on foreign aid, ICRC President Peter Maurer said.

Sony Xperia advance on sale unlocked in the U.S.

Android Central

The Xperia Advance (known elsewhere in the world as the rugged Xperia Go) is now available to Americans through online retailers like Newegg for a scant $249.99. Beyond being pretty dang tough, here's what you can expect spec-wise.

  • 3.5-inch 480 x 320 display
  • 1 GHz dual-core processor, 512 MB of RAM
  • Android 4.0 Ice Cream Sandwich (Jelly Bean is on the way)
  • 5 megapixel camera with LED flash and 720p video recording
  • IP67 dust and water resistant ("the highest level of dust and water resistance available on Any Android smartphone" as of October 29)
  • UMTS HSPA 850, 1900, 2100
  • GSM GPRS/EDGE 850, 900, 1800, 1900

Good enough for any of you, or does it make more sense to sign on to a contract for something higher-end? Is the IP67 rating an attraction at all? Anyone in the UK pick up the European version? What do you think?

Whoops! Romney's 'transition' website spotted by blogger

    7 hrs.

Before the?election,?Mitt Romney's staff prepared a transition website, in case the?former Republican nominee was elected president of the United States. And even though Romney didn't win the election, the site saw the light of day ??for a few moments anyway.

Taegan Goddard, author and former policy advisor, caught the slip up and captured screenshots of the now removed pages. He posted them on his blog, Political Wire.

"I'm excited about our prospects as a nation," a quote, attributed to Romney, declared on the site's main page. "My priority is putting people back to work in America."?There were details for prospective applicants, who wanted a position with the administration, as well as a rundown of the inauguration?process.

Some are jumping to make jokes about the fact that Romney's staff had this transition website ready, but let's be realistic: This kind of preparation is far from unusual. Accidentally making the site live, even for a few minutes, though?? that's the mistake.

Post-Sandy Weekly Reader: Mix It Up at Lunch Day, Flu Vaccines ...

Scientists Move Closer to Lasting Flu Vaccine. My children, reluctant recipients of flu shots since their arrivals in our family, will celebrate this one. Which reminds me to ask my annual question: Have you had yours? The Centers for Disease Control and Prevention recommends them for nearly everyone, and reminds us that you cannot get the flu from the inactive viruses in the shot, and that reliable blind studies have borne that out. In an odd way, I appreciate the lesson that the voluntary flu shot offers kids: sometimes, the right choice isn?t the pleasant one.

It?s ?Mix It Up at Lunch Day,? a day on which many schools encourage their students to cross social boundaries, move out of their comfort zones and connect with someone new. You?ll note that Bryan Fischer, of the American Family Association, an evangelical conservative group,? has declared the agenda of ?Mix It Up at Lunch Day? to be ?toxic? and encouraged its members to keep their children at home, in order to prevent their being pushed to participate in dangerous interactions with their fellow students. Maybe we need a campaign to reassure those children that ?it gets better,? too.

There?s Homework to Do on School Lunches. Some students aren?t happy with the new, healthier lunch options mandated by the Department of Agriculture. They?re throwing away the healthy options and complaining that they?re not getting enough to eat. I have some sympathy with their attitude ? although I know, for example, that canned vegetables are good for me, I won?t eat them, although I will eat the same things fresh. I?m always leery of food prepared in a way that?s shrouded in mystery. So to Jane Brody?s excellent ideas regarding encouraging students to embrace the healthier meals, I?ll second and expand on her last one: I believe children who know where their lunches come from, who?s making them and that care goes into them are more likely to eat them. While we?re encouraging kids to ?mix it up? in the lunch room, we need to get them behind the scenes as well.

Lenore Skenazy: Murders by Nanny Illuminate the Nature of Fate, as Did the Boy Who was Grazed by a Meteor. Despite its unwieldy title (which my editorial experience suggests was not the author?s fault) this piece by the always-thoughtful Ms. Skenazy is worth a read. I?m not sure I agree with her entirely ? I think our minds are simply better able to grasp the random nature of a meteor than the random natures of our fellow humans, so much so that using the word ?random? gave me pause. I?m not sympathetic to the people out there who want to blame the family of two murdered children in various ways, but I do understand the need to grasp at straws to reassure ourselves that this will not, cannot happen to us ? because, of course, we know that some form of equally unlikely tragedy could. 2:36 p.m. | Updated A reader just pointed out to me that the meteor strike Ms. Skenazy uses here for comparison was a hoax.

An ?Educational? Video Game Has Taken Over My House. This has been on my to-read list for a while now, but after one of my children, home from school to await the storm yesterday, devoted as many of her free hours as I would allow to Minecraft, I came back to it. As you probably know, Minecraft is a popular open-ended game that allows players to build, interact and explore in the Minecraft world. But, writes Lisa Guernsey, ?I?m alarmed at how the minutes can turn into hours if I?m not there to tell my kids to take a break. I love that they are creating things, talking about their creations, and planning ahead for new projects. But I hate that the real thing ? their Legos, the cardboard boxes saved for building forts ? can?t hold a candle to Minecraft in capturing their interest.? I?ve concluded that the only way to ?beat? Minecraft is to join it ? or rather, the only way to know how I really feel about the amount of time two of my children are spending on the game is to play. I?m sure that will be the subject of a later post.

Causation warps our perception of time

ScienceDaily (Oct. 31, 2012) ? You push a button to call the elevator to your floor and you wait for what seems like forever, thinking it must be broken. When your friend pushes the button, the elevator appears within 10 seconds. "She must have the magic touch," you say to yourself. This episode reflects what philosophers and psychological scientists call "temporal binding": Events that occur close to one another in time and space are sometimes "bound" together and we perceive them as meaningful episodes.

New research published in Psychological Science, a journal of the Association for Psychological Science, suggests that binding may reveal important insights into how we experience time.

Research has shown that our perceptual system seems to pull causally-related events together -- compared to two events that are thought to happen of their own accord, we perceive the first event as occurring later if we think it is the cause and we perceive the second event as occurring earlier if we think it is the outcome.

So how does this temporal binding occur?

Some researchers have hypothesized that our perceptual system binds events together if we perceive them to be the result of intentional action, and that temporal binding results from our ability to link our actions to their consequences. But psychological scientist Marc Buehner of Cardiff University, UK wondered whether temporal binding might be rooted in a more general capacity to understand causal relations.

"We already know that people are more likely to infer a causal relation if two things are close in time. It follows, via Bayesian calculus, that the reverse should also be true: If people know two things are causally related, they should expect them to be close in time," Buehner says. "Time perception is inherently uncertain, so it makes sense for systematic biases in the form of temporal binding to kick in. If this is true, then it would suggest that temporal binding is a general phenomenon of which intentional action is just a special case."

Buehner decided to test this hypothesis in two experiments using an event-anticipation paradigm. Participants in the experiments had to predict when a target light would flash. In the Baseline condition, the target flash was preceded by a signal light; in the Self-Causal condition, participants pressed a button to generate the target flash; in the Machine-Causal condition, a separate machine pressed the button to generate the target flash. According to the causal binding hypothesis, the Self-Causal and Machine-Causal conditions should lead participants to anticipate the target flash earlier relative to Baseline; according to intentional binding accounts, only participants in the Self-Causal condition would show early anticipation.

The results showed that Baseline predictions were significantly later relative to the predictions of participants in both the Self-Causal and the Machine-Causal groups. The prediction time was not significantly different between the two causal groups, however. These findings suggest that intentionality is not a necessary condition for temporal binding to occur, confirming Buehner's hypothesis.

"Understanding the past gives us an advantage in predicting the future," says Buehner. "If we have a causal story of why things are happening, we are better prepared to expect what is to come. Merely knowing the past in the absence of causal understanding -- such as in the Baseline condition -- does not afford better preparedness."

"Causation instills a subjective time warp in people's minds," he observes.

Buehner believes that these findings may have practical implications for usability engineers and interface designers.

"People's perception of wait times and delays are becoming increasingly important. Here we can show that such perceptions are subject to systematic distortions depending on people's causal beliefs. For example, if people believe that they (or someone or something else) are in charge, the time appears to pass faster."

(AP) ? As Americans braced Sunday for Hurricane Sandy, Haiti was still suffering.

Officials raised the storm-related death toll across the Caribbean to 65, with 51 of those coming in Haiti, which was pelted by three days of constant rains that ended only on Friday.

As the rains stopped and rivers began to recede, authorities were getting a fuller idea of how much damage Sandy brought on Haiti. Bridges collapsed. Banana crops were ruined. Homes were underwater. Officials said the death toll might still rise.

"This is a disaster of major proportions," Prime Minister Laurent Lamothe told The Associated Press, adding with a touch of hyperbole, "The whole south is under water."

The country's ramshackle housing and denuded hillsides are especially vulnerable to flooding. The bulk of the deaths were in the southern part of the country and the area around Port-au-Prince, the capital, which holds most of the 370,000 Haitians who are still living in flimsy shelters as a result of the devastating 2010 earthquake.

Santos Alexis, mayor of the southern city of Leogane, said Sunday that the rivers were receding and that people were beginning to dry their belongings in the sun.

"Things are back to being a little quiet," Alexis said by telephone. "We have seen the end."

Sandy also killed 11 in Cuba, where officials said it destroyed or damaged tens of thousands of houses. Deaths were also reported in Jamaica, the Bahamas and Puerto Rico. Authorities in the Dominican Republic said the storm destroyed several bridges and isolated at least 130 communities while damaging an estimated 3,500 homes.

In the Bahamas, Wolf Seyfert, operations director at local airline Western Air, said the domestic terminal of Grand Bahamas' airport received "substantial damage" from Sandy's battering storm surge and would need to be rebuilt.

    Nexen Cash Flow Dips

Nexen reported third quarter operating and financial results and provided an update on strategic priorities.

Production volumes averaged 181,000 barrels of oil equivalent per day (boe/d), a decrease from second quarter production of 213,000 boe/d. This reflects the scheduled downtime associated with the turnarounds at Buzzard, Long Lake and Scott.

Cash flow from operations decreased to $560 million ($1.06/share) from $707 million ($1.34/share) in the second quarter, primarily due to the lower production and higher operating costs associated with the planned turnarounds. Net income decreased to $59 million ($0.11/share) from $109 million ($0.20/share) in the second quarter. This reflects lower cash flow associated with the scheduled turnarounds and the impact of several non-recurring items.

The company continues to make good progress on our strategic priorities:

    • Buzzard operations were strong prior to the turnaround with a production efficiency of 88% versus the company?s plan of 85%.
    • Offshore West Africa, the company brought on two additional wells at Usan and increased current production to approximately 120,000 barrels per day (bbls/d) (24,000 bbls/d net to Nexen).

The planned major turnaround at Long Lake was completed without any significant issues. Bitumen production is back to approximately 34,000 bbls/d and the upgrader is producing PSCTM. Pad 12 continues to ramp-up and steaming continues at pad 13. First production is expected from pad 13 over the next several weeks.

In the Gulf of Mexico, the company completed a successful appraisal of the south fault block at Appomattox and currently drills a sidetrack to test additional resource potential in the northwest fault block.

Company?s previously announced shale gas joint venture with INPEX Gas British Columbia closed in August and Nexen received $821 million of cash upon closing. As well,? the company?s 18-well pad in the Horn River achieved start up in late September ahead of schedule.

A number of exploration wells are in progress including North Uist and Bardolph in the UK North Sea. The Owowo West prospect, offshore West Africa is currently being evaluated.

?In the third quarter, we announced a plan to accelerate shareholder value while remaining focused on executing our plan and advancing strategic priorities across our operations,? said Kevin Reinhart, Nexen?s interim President & CEO. ?We completed major turnarounds at Buzzard and Long Lake, met production guidance for the fourth consecutive quarter, and remained on-track to meet our production guidance for the year. Our ability to maintain focus and make continued strong progress in key areas of our operations is a testament to the talent and exceptional dedication of Nexen employees.?

What is Love? Love At First Sight True Love And Friendship | 106.7 ...

There are many couples whose relationship has begun in this way, but mere physical attraction, however strong, is not enough in itself to provide a basis for a lifelong relationship. This brings us on to the real heart of the question ?what is love? ? what is it that enables us to have a long-term, even lifelong, relationship with another human being?

It certainly can begin with attraction of the ?love at first sight? kind, or something approaching that in intensity, though with some love relationships physical attraction is not the catalyst to start them into life. But from whatever basis a relationship begins ? physical attraction or friendship or other circumstances ? if the relationship is to continue and the individuals concerned are not to ?fall out of love?, they must find each other?s personalities delightful. If you ?fall in love at first sight? with someone whose personal habits ? you subsequently discover ? start to irritate you, and whose views and opinions annoy you, then you will quickly find yourself falling out of love. So, you must like the other person very much?as a person. And, the feeling must be mutual, of course.

Once you have attraction, followed by a mutual liking of personalities, this then leads to a deep friendship, a friendship that becomes deepened by sexuality. It becomes a friendship to beat all other friendships and relationships, and a closeness greater than any experience before.

    Live Scoring

    Next on the Tee
With the fall finale at hand, the University of Michigan women's golf team travels to Kiawah Island, S.C., Sunday and Monday (Oct. 28-29) for the 2012 Edwin Watts/Palmetto Intercollegiate. The two-day, 54-hole event will feature an 18-team field and be played at the Oak Point Golf Course. Selected teams, including the Wolverines, will be allowed an invited individual. Oak Point will be set up for a par 72 at 5,906 yards.

    The Tournament Field
There will be 18 teams in the field for the 2012 Edwin Watts/Palmetto Intercollegiate, including: Augusta State, Bucknell, Campbell, College of Charleston, Charleston Southern, The Citadel, Coastal Carolina, East Tennessee State, Elon, Georgia State, Jacksonville State, James Madison, Kansas, Maryland, Michigan, Richmond, South Florida and Xavier.

    The Wolverine Lineup
Michigan will field a lineup of five starters and one individual at the 2012 Edwin Watts/Palmetto Intercollegiate. U-M's sophomore class heads up the squad as Linda Luo (Bradenton, Fla./Lakewood Ranch HS), Lauren Grogan (Columbus, Ohio/Bishop Watterson HS) and Devon Compton (Rochester Hills, Mich./Stoney Creek HS) make up the top three starters for the Wolverines. Junior Alicia Weber (Northville, Mich./Northville HS) returns to the starting lineup, while freshman Catherine Peters (Clarence, N.Y./Clarence HS) rounds out the U-M five-player team. Juniors Yugene Lee (Athens, Ga./Oconee County HS) and Chelsea Pezzola (Bradenton, Fla./Saint Stephens Episcopal Prep) will travel as the Wolverine individuals.

    WOLVERINE BITES

? Michigan will close its fall season playing at the Edwin Watts/Palmetto Intercollegiate in Kiawah Island, S.C. It has been eight years since the Wolverines played in the College of Charleston's event. In 2004, U-M had two top-five finishing Wolverines -- Ali Stinson, tying for 3rd, and Brianna Broderick, tying for 5th, -- to help them to a runner-up finish with an 885 team total.

? Michigan has used three different starting lineups this season as seven Wolverines have received a starting nod. Lauren Grogan and Linda Luo are the only Wolverines to have started all four events this season. The duo is 1-2 in scoring average, with Luo leading U-M at 76.00, while Grogan is at 77.89.

? Linda Luo has two top-10 finishes -- finishing third at the Mary Fossum Invitational and tying for sixth at the Wolverine Invitational.

? Lauren Grogan posted her first career top-five finish, placing exactly fifth at the Wolverine Invitational. Her prior best finish was tying for ninth at last year's Big Ten Championships (April 27-29, 2012).

? With her even-par 71 in the second round of the Wolverine Invitational, Devon Compton set a new career-best single-round tally. She bettered her 73 in the second round of the 2011 Bettie Lou Evans Fall Invitational.

? Alicia Weber captured her first career medalist honor by winning the Wolverine Invitational, playing as an individual. A transfer from Cal Poly, her prior best finish was runner-up at the 2010 Lamkin Grip/Cal Poly Invitational.

? With the win at the Wolverine Invitational, Michigan recorded its 32nd team title in program history and second under head coach Cheryl Stacy. In 28 women's golf events played on the U-M Golf Course, Michigan has claimed 10 team titles and nine individual titles. This season, Michigan finished with six players among the top 20 -- four starters and two individuals.

? Michigan will carry nine players this season, none of which will comprise a senior class. The Wolverines will carry four juniors, three sophomores and two freshmen.

? Michigan has been represented in regional competition by the team or an individual in 10 of the last 12 seasons, making team appearances in 2001, '02, '05, '07, '09, '11 and '12.

    IN THE SPOTLIGHT

On becoming a solid member of the lineup in her second season ... "This season has been a lot better than last year. I started out stronger and better and have been playing more consistently throughout the rounds, including qualifiers and tournaments. I think that's given me a boost going into this last tournament of the fall."

On what has been the biggest change from a season ago ... "My swing and getting the contact I need and being down the middle instead of in the trees helps a lot. Also, working on my short game and getting up and down. Something we've been concentrating on a lot is the short game. I think that really helped."

On assessing the team ... "This team has great potential. The last tournament didn't go so well, but we're looking for improving scores in this tournament. I think we can become one of the top teams out there in this tournament. We're looking for a good finish to the fall season so we can get off the spring season strong."

On what makes Midwest golf special ... "I like the courses around here. Everything is just fairways and greens. You have to have more targeting and more of a game plan being as there are more trees and they are more undulating and elevated. You have to know your clubs."

On if playing in Midwest golf makes you a stronger golfer ... "Yeah, that's definitely a help to us because whenever we get bad conditions and thick rough and things like that, we're prepared, we know what to do. The schools down South don't really practice in that like we do. We'll practice and the cup will be filled to the brim with water and we'll still be out there putting balls and the splash of water comes up from the golf ball going in."

On the strangest thing to happen to her on the golf course ... "One time I was playing in a tournament at my course at home (Boulder Point) when I was younger. These boys came off of the ninth hole dancing in their swimsuits messing around. We hadn't seen them because it was a dogleg right and we weren't looking to the left. I hit mine in the fairway and the other girl went just in the rough. They came over, looked at our balls, grabbed mine and ran away. I was in a tournament. I was doing well. I was even par. I didn't even know how to play that. Eventually, it was settled as an animal rule and I was able to place the ball back at the nearest point. That was interesting to me."

On what people need to know about her ... "I'm pretty open about everything. However, one golf thing is I carry a ton of golf balls in my bag. Most people carry six and when I got to Michigan, I didn't know any better. I carried a dozen for 18. Then I carried 15 for 36 just in case. Normally, you just have six golf balls. A dozen or so is a bit extreme, but everyone makes fun of me on the team for that. But I won't get disqualified and I'll be prepared. If you lose that many golf balls you should just quit. That's what my coaches say. "

LAST TIME OUT (Wolverine Invitational, Sat-Sun., Sept. 22-23)
Michigan posted a 947 event total to finish 18th at the Ruth's Chris Tar Heel Invitational at UNC's Finley Golf Course. In a field that included 12 top-50 ranked teams and six among the top 24, Lauren Grogan was U-M's top finishing individual, tying for 63rd at 233 (78-77-78), while Linda Luo tied for 67th a shot back at 234 (81-76-77). Rounding out U-M's starters were Devon Compton in 81st at 237 (79-77-81), Yugene Lee finishing 93rd at 248 (81-74-93) and Alyssa Shimel placing 96th at 258 (86-84-88). [ Recap ]

Squeeze a ball to ease sports performance anxiety. - Exercise ...

    Thomas Barwick / Getty Images

Squeeze a ball to ease sports performance anxiety.

Do you hit bank shot after bank shot in your driveway but toss up nothing but bricks when playing hoops with the guys? Run like the wind every morning but have lead legs in an actual 10K race? You're not alone. Plenty of guys practice like pros, but then completely cave when others are watching or when a prize ? or personal pride ? is on the line.

Here's why: "Many athletes choke under pressure because they attempt to consciously control a motor skill that has become completely automated," explains Jurgen Beckmann, chair of the Institute of Sport Psychology at the Technical University of Munich. In other words, while popping off a jump shot might be second nature to you, when swooshing it really matters, you fixate too much on the motion, which ends up throwing you off your game. "Focusing on the verbal representation of an activity interferes with the smooth flow of that activity," Beckmann says. "This results in a performance that's below the athlete's potential."

According to Beckmann's recent research, if you want to stop cracking under pressure and become more clutch, you should squeeze a small ball or clench your fist before the big game or race. His team found that right-handed athletes who did this with their left hand prior to a high-pressure situation performed better than right-handers who did so in their right hand. Beckmann says this is because the upper extremities are usually controlled by the opposite side of the brain, meaning the right hand is connected to the left hemisphere and the left hand to the right hemisphere. Therefore, when you're overly focused on a task at hand ? and you're right-handed ? the left side of your brain is most likely activated. To counter this and bring you back into balance, Beckmann says you want to increase activation of the right hemisphere. "Clenching the left hand does the job by stimulating the motor cortex of the right hemisphere," he explains.

Beckmann came to these conclusions by examining right-handed semi-pro soccer players, judo experts, and experienced badminton players first during practice and then in simulated pressure situations, such as taking penalty shots in front of a large, cheering crowd and being videotaped for coaches' evaluations. Before each experiment, the researchers had some athletes squeeze a ball in their left hand or clench their left fist for 30 seconds and asked the others to do so in their right hands. In all three tests, the left-hand squeezers played better in the big event than the right-hand clenchers, and in some cases they even outdid their own practice performance.

"We think this technique should prevent choking in technically complex sport activities," Beckmann says. "But we're currently studying its effects on musicians and the elderly who have problems maintaining their balance. For all these activities, an automization should result in smoother and better performance."

Do We Really Need a Building Permit? | Real Estate Home Edition

We are anticipating building some additional office space within our industrial building. Do we really need to get a building permit?

There are several reasons that you should always obtain a building permit for construction. To be clear, we are not talking about redecoration, so tasks such as painting, carpeting, wall repair, ceiling repair or replacing a door fall into this category. But permits should always be filed for the actual construction of new offices or the installation of a new bathroom, as an example.

One of the best reasons for filing permits is to avoid creating problems down the road when the property is eventually financed or sold. Your buyer or mortgagee will want to make sure that the property and its improvements all have the proper certificates of occupancy and necessary permits before title passes or funds are provided. Over the years, I have seen this scenario many times: A closing must be postponed (or even worse, a deal is lost) because of the time delay that is incurred in filing for permits, possibly re-doing work, and having inspections and receiving the necessary certificates from the proper municipal authority. In addition, any work that has not been done to code may often have to be ripped out and rebuilt to code, so now you have paid for your project twice!

Another reason to spend the time and money on properly permitting your project is potential liability that you may incur. If your construction was not built to fire code, as an example, and a fire destroys property or injures people, you could face severe legal liability issues and perhaps even criminal charges. Do you really want to incur this sort of liability to save a little time and money? Most of us like to sleep at night!

In most municipalities, if you are caught building without a permit, the job will be completely shut down. Now, not only have you really delayed your project, but you are in the middle of construction. The only way to resolve it, is to start the entire process necessary to obtain permits that should have been done in the first place! And of course, at this point, your municipal building inspectors are going to be especially vigilant and non-forgiving.

As a construction company, we cannot afford to build for a client who is not willing to obtain the proper permits for their project. We work with the municipalities over and over again and the last thing we need is a black eye in the industry. Follow our lead, and that of every other reputable contractor. Building without a permit may seem like a shortcut for both time and money. The truth is that building without permits usually result in more time and money being spent to rectify the problems that you created. Do yourself a favor and do it right the first time!

The Generation X report: How many Gen Xers know their cosmic address?

ScienceDaily (Oct. 23, 2012) ? Less than half of Generation X adults can identify our home in the universe, a spiral galaxy, according to a University of Michigan report.

"Knowing your cosmic address is not a necessary job skill, but it is an important part of human knowledge about our universe and -- to some extent -- about ourselves," said Jon D. Miller, author of "The Generation X Report" and director of the Longitudinal Study of American Youth at the U-M Institute for Social Research.

The study, funded by the National Science Foundation since 1986, now includes responses from approximately 4,000 adults ages 37-40 -- the core of Generation X.

The latest report examines the scientific literacy of Gen Xers about their location in the universe. Miller provided Generation X participants in the study with high-quality image of a spiral galaxy taken by the Hubble space telescope, and asked them to identify the image, first in an open-ended response and then by selecting from multiple choices.

Forty-three percent of the Gen Xers surveyed were able to provide a correct answer that indicated that they recognized the object as a galaxy similar to our own. Miller found that 53 percent of males correctly identified the image, compared with just 32 percent of females, and that the proportion who identified the image correctly rose steadily with education, from 21 percent who had less than a high school education to 63 percent of those with doctorates or professional degrees.

"One of the factors that contributes to this educational difference is exposure to college-level science courses," Miller said. "The United States is unique in its requirement that all college students complete one year of college science courses as part of a general education requirement.

"And because these courses are often taken during the first or second year of college, students who enter college but do not earn a degree are still exposed to college science and other general education courses."

Miller also found that more than 60 percent of those surveyed said that this was the first time they had looked carefully at an image from a space telescope, even though four out of five reported that they had seen this kind of image before, often on the Internet.

"One of the important results of the growth of the Internet and the expansion of communication devices is that it is easier today to find high-quality science information than at any previous time in human history," Miller said. "But some of the science information on the Internet is incorrect or misleading, so we asked our survey participants to indicate what sources they would trust for information about the universe."

The most trusted sources were information on a website operated by NASA, a program or exhibit in a planetarium or museum, a Public Broadcasting System Nova or Discovery Channel science show, and a lecture by an astronomy professor. The least trusted source of information was a lecture by a leader of a church or religious group.

Miller also examined the link between knowledge about the universe, as indicated by correctly identifying the Hubble image as a spiral galaxy much like our own, and a variety of personal and policy attitudes. Gen Xers who recognized the image were more likely than those who did not to agree that "When I see images like this, I am reminded of the vastness of the universe" (70 percent vs. 53 percent) and "Images like this show how small and fragile planet Earth is in the context of the universe" (58 percent vs. 44 percent).

They were also more likely to agree that "Seeing images like this make me want to learn more about the nature of the universe" (27 percent vs. 19 percent) and "It is very likely that there is intelligent life at many places in the universe" (39 percent vs. 26 percent).

But they were less likely to agree that "The size and complexity of the universe proves the greatness of God's creation" (45 percent vs. 51 percent).

"Unlike our distant ancestors who thought the Earth was the center of the universe, we know that we live on a small planet in a heliosphere surrounding a moderate-sized star that is part of a spiral galaxy," Miller said. "There may be important advantages in the short-term -- the next million years or so -- to knowing where we are and something about our cosmic neighborhood."

Lest we forget: US military still uses horses and bayonets

President Barack Obama, in a pithy riposte to Governor Mitt Romney during the October 22 presidential debate, alluded to obvious changes in military technology of the last century. Republican candidate Romney supports a buildup of the nation's military, particularly the Air Force and Navy, as a means of assuring the security of the country as it faces increased challenges from piracy and Chinese regional ambitions.?

When Romney noted that the U.S. Navy now has fewer ships than it did in 1917, Obama responded that the U.S. has "fewer horses and bayonets" than it did nearly one hundred years ago.?

Obama's quip was true enough and certainly would have made points among high school sophmores. But he did not indicate clearly how he will deal with China, aside from talk about "pressure" and engagement. He batted aside concerns that China's ambitions are growing, just as the United States is becoming further indebted to that Asian country.

As a point of fact, bayonets and horses, as well as swords, still form a compliment in the American panoply. Horses draw the caissons bearing the mortal remains of American service personnel to their final rest at Arlington Cemetery. The infantry guarding the Tomb of the Unknown Soldier still wield bayonets along with their rifles. Some soldiers and marines still receive training in the use of the bayonet as part of their martial arts. Bayonets are featured as part of the the 'Warrior's Cross' that plays a part in tributes to fallen soldiers and marines. Swords are still part of the inventory of arms in the Navy, for instance, and are found displayed in the ward rooms of various warships.

Obama's dismissiveness may have won some points with his followers, and he still might pull off this election. But Obama should bear in mind that witty remarks such as his are lost in a world increasingly violent and unpredictable. Unfortunately, his words will not be as persuasive with China - or Iran - as the point of a bayonet.

My Amazing DIY Solar Generator | Care2 Healthy Living

I remember the inspiration for building my solar generator clearly. It was close to 20 years ago and we were camping at the dunes in Oregon. Our campground neighbor, in a huge RV, ran his generator for about 2 hours one evening. Needless to say, it was annoying beyond compare ? we go camping for peace and quiet.

We later found out from overheard conversations that the RV people were using the gas generator to charge the camcorder. Apparently they did not have a DC adapter or know about a thing called an inverter. One of the campers on the other side of them, also in a big RV, explained how the inverter works. An inverter plugs into a cigarette lighter socket (or they can be hardwired) and converts 12 volt DC into 120 volt AC. The other RV camper said they charge all of their things while they are driving. Brilliant, eh? Well, I took this idea a few steps further and set up something that is completely solar-powered and portable.

    More Modern Needs
20 years ago, I did not have a camcorder or a digital camera. My photography was old school and used film ? you might remember how primitive that seems today. Just a year or so after I got my first digital camera, I picked up a simple inverter for my truck and we charged things while underway. This concept works great if you are road tripping and spend a good part of your day driving. But recently, we have spent a bit more time in a ?base camp? type trip. Not driving a few hours each day limits the potential for keeping the camera battery topped off.

My solar generator is comprised of a single 12 volt, 10 watt solar panel that feeds a sealed 12 volt gel battery. To keep the battery in tip-top shape, the current is routed through a small charge controller. The whole set up fits neatly into an aluminum attach? sized case. I use it now to charge my camera batteries via the inverter (which I borrow from my truck) or use it to charge things directly via the generator?s cigarette socket. I picked up a ?car adapter? for my laptop and my sweetie uses her car adapter for her iPhone. 120 volt items are covered with the inverter, and the item-specific car adapters fill their roles. To power even more devices, I have a cigarette socket adapter with a USB port.
